Personnel Administration paper continuity manual
No personnel effect is created by paper. This packet preserves administration during an outage. It cannot appoint or employ a person, create staff status, approve leave, create an assignment, set compensation or benefits, make a performance/disciplinary finding, authorize payroll, or separate a person. Record any such effect only from the exact competent source.
- Open the bound Personnel Administration paper register and record the outage start, custodian and physical storage location.
- Assign the next unused sequential PPR-PERSONNEL-ADMINISTRATION reference before separating pages. Never reuse, erase or renumber an entry.
- Use the personnel-file cover to link applicant/candidate/staff material to its GCS Civil Service reference. A staff file must also cite the separate competent staff-status source.
- Use only the lifecycle sheet matching the actual administrative matter. Source-backed outcome fields remain blank until the competent source is in hand.
- Write the same PPR on every sheet and attachment; log every physical handoff, page-count change and custody/location change.
- Issue receipts for submitted paper when applicable. A receipt proves administrative receipt only.
- When digital service returns, transcribe the administrative record through the authorized Personnel Administration operator surface, then reconcile the PPR to the resulting GPF/GPA digital reference. Do not backdate digital creation.
- Second-check the PPR, register entry, page count, digital reference, source references and scan hash if made. Retain the physical original under the owning record schedule; if no authorized disposition schedule exists, hold it.
