Records and responsibility
Administrative routing records remain with the mechanism that receives and processes the matter. Any authoritative decision, status, fiscal action, legal effect, appointment, or policy remains subject to the independent source and authority controls of its owning Government body.
Offline and paper access
For network outages or paper-origin matters, obtain the relevant printable form from Government Forms and route the packet through the Physical Mailroom & Paper Correspondence procedure. Keep the assigned paper reference and provenance so the owning mechanism can reconcile the record digitally without backdating or inventing effect.
