Source and authority boundary
Research, correspondence, and submitted source material remain evidence or administrative records until the competent source owner takes whatever action is actually authorized. Adopted policy, law, regulation, or other binding effect must come from the proper authoritative source.
Offline and paper access
During an outage, use the relevant printable Government form or paper correspondence packet and route it through the Physical Mailroom & Paper Correspondence procedure. Preserve the original paper reference, receipt time, custody information, and source material for later digital reconciliation.
