Manual continuity procedure

Land & Property offline operating manual

Registry purpose. Use this packet to record land/property claims, supplied source evidence, parcel/map references, custody, and digital reconciliation during an outage. Keep each paper reference tied to its source and register entry.

Paper reference: PPR-LAND-PROPERTY-{REGISTER}-{YYYYMMDD}-{ENTRY}. REGISTER is the bound office register code; ENTRY is sequential and never reused.

Outage procedure

  1. Open the bound register and record outage start, custodian, physical location, and next unused entry.
  2. Assign the next paper reference before separating pages. Put it on every sheet and attachment.
  3. Classify handling as Public, Administrative, Protected, Restricted, or Pending classification. When uncertain, protect and route rather than expose.
  4. Use LPR-C1 for a claim/restorative claim, LPR-E1 for source evidence/title-interest/deed/encumbrance/public-land/map references, or LPR-T1 for transfer/inheritance evidence. Record the claim or source material in its designated form.
  5. Issue a receipt copy with the paper reference, received time, and register entry for administrative tracking.
  6. Record each physical handoff, file location, page count, and condition in LPR-R1. Custody fields keep each physical handoff and file location traceable.
  7. Record administrative status, routing, information requests, evidence review, and any referred determination in the fields owned by those processes.
  8. Complete Torah/Jubilee/redemption/inheritance classification fields from a controlling source reference when supplied; otherwise leave those fields blank.
  9. At daily/shift close, reconcile used, void, open, routed, and closed register entries against physical files. Protect originals under the applicable record classification.
  10. After digital service restoration, reconcile in register order through the owning Land & Property operator path. Preserve the paper-receipt time separately from the digital reconciliation time; never backdate the record.
  11. Record the resulting GLPC or GLPR reference back into the bound register and perform a second-check of paper reference, page count, classification, scan hash if any, digital reference, and physical-original location.
  12. Retain the paper original under the owning record schedule. When the schedule supplies no disposition instruction, retain the original.

Signature/witness fields: use them when the controlling source for the owning process requires them.

Source-controlled classifications: Torah/Jubilee, redemption, inheritance, and territorial classifications are copied from their controlling source references when supplied.
