Procurement & Contract Administration records identified source material and routes an auditable lifecycle. A software record does not create an appropriation, vendor status, bid validity, evaluation result, award, contract, price, payment, amendment, acceptance, termination or closeout. Award, contract, and contract-effect records require separate capabilities plus independent current source-owner verification of the exact decision/instrument, immutable version/fingerprint/state, and linked lifecycle scope.
Lifecycle
- Record an existing procurement plan/request source or link a current GPA administrative request.
- Index the identified solicitation source and publish only its public-safe projection.
- Receive proposal/submission evidence and issue a receipt; receipt is not acceptance.
- Index evaluation evidence without inferring a score, recommendation or award.
- Record an award only after independent current source-owner verification of the exact award decision and linked case/proposal scope.
- Record a contract only after independent current source-owner verification of the exact contract instrument, linked case/award scope, and existing independently verified award.
- Index amendments, performance/deliverables, invoice/acceptance references, closeout or termination only from identified source records.

Business Registry remains the business-record owner. Treasury remains the fiscal-record owner. This mechanism stores no prices or payments.
Submit proposal / bid evidence
Use this receipt path only for an existing solicitation reference. The Government receipt proves administrative receipt of the identified submission source; it does not validate the bid, create vendor status, award anything, or promise a contract.
Private proposal receipt status
Offline / paper access
Print the lifecycle packet before or during an outage. A receiving clerk assigns a paper reference from the bound local register, protects bidder/evaluation/source material, routes the physical packet, and later reconciles it to digital records with paper-origin provenance intact.
