Operational rule
When Internet access or the digital service is unavailable, this packet supports numbered intake/receipt, proposal administration, technology-assessment recording, standards/recommendation source references, Government R&D portfolio references, innovation-program administration, review/routing, physical custody and later digital reconciliation.
Paper workflow: Paper intake is part of the same administrative process. Any later funding, standards, policy, procurement, certification, intellectual-property, reviewer-authorization or scientific-assessment decision remains separate from the receipt and is reconciled from its source record.
Prepare blank printed stock and a bound Science/Technology register before an outage. Paper reference format: P-STI-YYYYMMDD-0001 using a 4–6 digit sequential register entry. Never erase or reuse a number; voids remain logged with reason/date/initials.
Manual outage workflow
- Open the bound Science/Technology register and record outage/opening date, register ID, receiving office and responsible custodian.
- Assign the next
P-STIpaper reference. Record privacy/classification as Public / Administrative / Protected / Restricted. If uncertain, handle as Protected pending review. - Complete STI-1 for the intake and the applicable source/review forms. Receive only information needed for administration; segregate protected contact, unpublished research and confidential technical material from public copies.
- Give the submitter a receipt copy containing only paper reference, received date/time, receiving office and safe next step.
- Record each physical handoff on STI-7. A custody signature records possession and handoff; substantive decisions remain in their own source records.
- Every assessment/recommendation/portfolio/program record must state its source/reference basis, with administrative notes clearly distinguished from scientific conclusions, adopted standards and funding decisions.
- File originals by paper reference in the classification-appropriate physical file. If no authorized retention/destruction schedule exists, retain the original; do not invent a disposal rule.
- After restoration, an authorized operator reconciles entries in register sequence, preserving
origin=paper_offline, paper reference, register ID, original local receipt time, later digital reconciliation time and resulting GSTI reference. - A second checker compares the digital record with the paper original and initials STI-7. Corrections are annotated; originals are not silently altered or backdated.
