What this service owns

Assistance & travel support

Administrative assistance routing and travel-document support. This service does not issue or validate a travel document unless a competent issuing source independently does so.

External documents

Authentication/legalization observations and source routing. A recorded observation does not itself authenticate, legalize, or make a document effective.

Foreign legal interface

Comity and mutual/legal-assistance requests are routed for source verification. Routing does not establish jurisdiction, comity, enforceability, entitlement, or a cooperation duty.

Paper Form — Consular / External Document Service Intake

For walk-in, mail, courier, or offline use. Staff date-stamp the paper, preserve attachments/provenance, and reconcile it into the same administrative register. The resulting GCS reference is written on this paper; the original paper remains part of the controlled file according to records rules.
