Authority and records boundary
Personnel Administration records and routes workforce administration only from source-backed Civil Service and competent personnel records. It does not appoint, employ, promote, assign authority, set salary or benefits, approve leave, make a performance or disciplinary finding, authorize payroll, or separate a person. Any such effect must come from a competent external source and is recorded here only by reference.
Applications and candidate intake stay in Civil Service
Apply for Civil Service, submit applicant/candidate/staff source material, track a request, or verify a Civil Service GCS reference through the accepted Civil Service & Workforce Administration mechanism. Personnel files are opened only after Civil Service has a source-backed applicant, candidate or staff classification. Staff lifecycle records require an additional competent staff-status source.

Positions and classifications
Personnel operators may maintain neutral position/classification records. A record may be kept for administration without claiming a vacancy. Any record represented as current requires an explicit competent source reference. Position records never appoint a person or establish compensation.
Offline / paper personnel continuity
The printable personnel packet contains a network-unavailable manual, bound-register controls, position/classification sheet, applicant/candidate/staff file cover, onboarding, assignment, attendance/leave, performance/training, discipline/grievance, compensation/payroll-reference, separation, custody and later digital-reconciliation forms. PPR numbers preserve original receipt and custody provenance; reconciliation cannot manufacture an employment or personnel effect.

Records and privacy
Subject labels, source references, lifecycle details and paper provenance are protected operator records. Bare-reference verification exposes only existence/integrity and the owning service. Personnel classification, status, staff-source state, dates, subject identity, source references, lifecycle details and paper provenance remain behind the Civil Service operator capability boundary.
